This is exactly what will happen in Seattle should we get a similar shared bike program here. While we have a large and growing number of cyclists scaring the shit out of passive drivers, we have even more poor folks who will indeed steal any scrap metal for money. As soon as residents in my city see this, they'll want it, but mostly because Portland doesnt have it.
